The fifth monitoring committee for the management and financing of pre-accession programmes of the Cohesion fund in the beginning of June did not change the list of the 12 projects by ISPA programme defined as "risky". In the transport sector these are Danube bridge 2, modernisation of Plovdiv - Svilengrad railway line and Lyulin highway. In the environment sector are the water projects i Smolyan, Varna, Shumen, Shumen, Sliven, Kardzhali waste management centre, technical assistance for Sofia integrated water sector, technical assistance for the ecology sector, Maritsa East 2 desulphurisation blocks. Among the factors for Danube bridge 2 is the approval of the technical design that is expected for Aug. The second factor is adoption of new work programme. The third is the expert evaluation that real deadline for completion is in mid-2011. The general contractor FCC considers there are delays in the payments but according to the dep.-minister of transport Vesela Gospodinova the planned construction stages have not been achieved and the Engineer has not certified them. There are options for extension of the construction and supervision contracts that will lead to the growth of their value.
